Kyoto City has decided to change the bus fares for residents and tourists.

Citizens are having trouble because the buses are too crowded.
Currently, the bus fare in kyoto in 230 yen.
Residents are charged 200 yen, while tourists pay about 400 yen.
The city is considering using the My Number Card to identify residents.
People are saying, "if the bus stops being crowded, we'll be really happy."
